Unable to resize main IDE window

When I start OptiPerl it is maximized.  I would like to resize it, but while I'm able to do so horizontally, I am unable to resize in the vertical. I have the proper arrows on my cursor, but the darn thing just doesn't want to get "shorter" for me.

Answer:
Due to the limits on resizing the regEx window. If you allow for enough room for the regEx window (by resizing the code edit window above it) then I can resize the main window proportionately.
