Tool Tips missing

When I first installed Optiperl, I would get what I refer to as "Tool Tips": little window boxes that appear when you let your mouse hover over an icon such as the 'debug icon'. Now those windows do not appear and I can not find anywhere in the tool where I can reconfigure so that those windows/boxes appear again.

Tools menu / options dialog / Environment II / Code completion / Enable Hints checkbox
